II - 3.00 - Policy on Role of Faculty in the Development of Academic Policy

I. Policy and Purpose

The Bowie State University's faculty shall have a primary role in the development of the University academic policies through representative bodies that are advisory to the Provost. The President, as the Chief Executive Officer of the University, is responsible for final determination and resolution of policy matters. The University's General Counsel, as the official representative on policy for the President, is responsible for reviewing all policy for legal form and sufficiency prior to final execution by the President's Council.

The purpose of this Policy is to identify and describe the established representative bodies composed of academic faculty or faculty representatives that, through the Provost, are advisory to the President in matters relating to academic policies.

II. Applicability

A. Scope

Through its advisory bodies, the faculty shall effectively perform its functions and carry out its responsibilities as the professional teaching body at the University, primarily relative to academic policies, procedures, and standards; curriculum; research and scholarship; teaching faculty status and welfare; and those aspects of student life which relate to the educational process.

B. Eligibility

  1. In its advisory capacity to the President via the Provost, the faculty (full-time contractual, full-time temporary, tenured and tenure-track), research faculty whose administrative duties are limited to said research, through the Faculty Senate and its Standing Committees, is the body that has the role of developing academic policies.
  2. The specific nature and operational guidelines for the Faculty Senate and the Standing Committees of the Senate are provided in the BSU Faculty Constitution and Bylaws. All Charters, constitutions, or similar documents governing the faculty shall be approved by the President.

C. Responsibility

  1. Faculty members are expected, as part of their non-teaching contributions to the academic development of the University, to participate on appropriate standing and ad hoc committees.
  2. The Faculty Senate is expected to act on issues presented to it in a timely manner, in keeping with the timelines provided in the BSU Faculty Constitution and Bylaws.
  3. The Provost is expected to keep the faculty informed of USM-wide academic issues.

III. Guidelines and Standard

A. The President or Provost shall notify the Chair of the Faculty Senate of issues pertaining to the development and/or the revision of the University's academic policies.

B. The Chair of the Faculty Senate shall submit the policy issues to be addressed to the appropriate Standing Committee or the Faculty Senate whichever is appropriate.

C. Within the timeframes established in the BSU Faculty Constitution and Bylaws, the identified Standing Committee or the Faculty Senate shall make its recommendation to the Faculty Senate who in turn, shall forward its recommendation directly to the Provost.

D. Academic policy matters and other related issues of concern to the faculty may be addressed pursuant to guidelines established in Articles V and VI of the BSU Faculty Constitution and Bylaws.

E. However, the Academic Rank and Tenure committee ("ART") shall make its recommendations directly to the Provost.

V. Definitions

A temporary faculty is one who has a pin but is not in a tenure-track.
