Bowie State University Army ROTC Commissions 24 Officers
Medal of Honor Recipient and Other Special Guests Attend the Ceremony

(BOWIE, Md.) — Bowie State University proudly commissioned 24 Army Second Lieutenants during its annual ROTC Commissioning Ceremony, with family, friends, veterans, active-duty service members, and university officials gathering to honor the next generation of military leaders.
This year’s commissioning class marks the second-largest in program history, with five cadets earning the distinguished title of Distinguished Military Graduate. This prestigious designation recognizes exceptional academic achievement, demonstrated leadership, superior physical fitness, and a commitment to the Army’s core values. Only those cadets ranking in the top 20% of graduating ROTC cadets nationwide are awarded this recognition.
General Gary M. Brito, Commanding General of the U.S. Army Training and Doctrine Command, served as the guest speaker, praising Bowie State for its outstanding record of producing skilled Army officers.
“This university’s ROTC program continues to be a dynamic blend of academic rigor and military discipline that prepares cadets for leadership on and off of the battlefield,” said General Brito. “It is a testament to the robust training, unwavering commitment, and enduring spirit of leadership that inspires future generations.”
The ceremony was graced by several distinguished guests, including LTC Leon H. Matthias, a Bowie State alumnus and officer in the Military Intelligence Corps; Richard and Dawn Collins II, founders of the 2nd Lieutenant Richard Collins III Scholarship Foundation, which provided scholarships for 21 of the 24 graduating cadets; and Medal of Honor recipient Col. (Ret.) Paris Davis (shown right).
Davis, one of only three living Black Medal of Honor recipients, received the honor from President Biden in 2023 for his valor in combat in 1965 when he served as an Army Special Forces Captain in Vietnam.
President Breaux’s message to the graduates emphasized how the university has equipped them to serve with distinction.
“As you step into your military careers, know that Bowie State has prepared you well,” she said. “You stand on the shoulders of many who have served this country with pride and who overcame great challenges so that you could follow in their footsteps. We celebrate you and are proud beyond measure.”
