Danyetta Fleming Magana Danyetta Fleming Magana is a Certified Information Systems Security Professional (CISSP) who founded Covenant Security Solutions in 2003. Her goal is to push the envelope regarding how we think about our information and find new and innovative ways to secure our digital way of life. Mrs. Magana is a Certified Information Systems Security Professional (CISSP), a globally recognized certification in the information security arena. She has been published in the Defense Information Systems Agency IA Newsletter and interviewed as an expert on Federal News Radio's "Mark Amtower Show." In 2001, Ms. Magana received the Black Engineer of the Year Award for the "Most Promising Engineer in Government." She is an advisory board member for the TINYg – Global Terrorism Information Network and Armed Forces Communications and Electronics Association (AFCEA), International Technology Committee. Mrs. Magana also previously served as a Fellow with the Institute for Critical Infrastructure Technology (ICIT), a Washington DC-based think tank that briefs Congress, Senate, and the Senior Executives of the U.S. Federal government on matters related to Cybersecurity and Critical Infrastructure. Also, Mrs. Magana was a recipient of the Army's Achievement Medal for Civilian Service. Her company was recognized by Diversity Business for 2014, 2012, and 2011 as one of the "Top 500 African American Owned Business in the U.S.". In addition, her company was honored in the Inc. 5000, as one of America's Fastest-Growing Companies for 2014. Lastly, her company most recently was recognized by CIO Review Magazine as one of the "20 Most Promising Enterprise Security Companies in 2015". Mrs. Magana is a graduate of the University of Illinois Urbana Champaign with a B.S. in Engineering.

Panelist: Dahlia Mihyar

Dahlia MihyaDahlia Mihyar is the Vice President of Academic Outreach, Training and Development at Protect Us Kids Foundation working on bringing awareness to protecting children from abuse and exploitation in cyberspace. Dahlia works on minimizing potential risks on children becoming victims by bringing awareness to internet safety and behavior tendencies that could lead to sexual exploitation. Dahlia’s broad experience encompasses leading and implementing cybersecurity solutions across Fortune 500 companies in various industries to include Oil & Gas, Automotive and Critical Infrastructure. She has held key roles advising global executives to strategically design cybersecurity operations, increasing their efficiency and effectiveness in their operational and security practices and has built key Cyber Threat Intelligence capabilities. Dahlia holds a bachelor’s degree in Finance, Master’s degree in Security and Risk Management, and is a Global Industrial Cyber Security Professional (GICSP).

Panelist: Mark Sheppard

Mark Sheppard Mark Sheppard has worked with the Federal Law Enforcement, National Security, and Civilian sectors of our federal government for 20 years and has worked in an Executive Product Management, Solution Development, and Sales role for over 22 years. He is a trusted advisor to the SES, CIO, and GS 14/15 Community. Mark founded Potomac Blue, LLC in 2017 – focused on what he has always loved – fulfilling mission by pairing unique technology solutions together with the Federal Law Enforcement Community via Sales/BD/Strategy. Today, he continues that passion supporting Peraton business development for all Federal agencies needing to process background investigations for clearances, continue a watchful eye to assure their employees and contractors remain trusting and allegiant to the United States, and in supporting the broader Homeland Security mission. In leadership at the two largest data aggregators, he has developed and delivered solutions in response to attacks post 9/11, helped to rank criminality for law enforcement felon prioritization, sex offenders, organized criminals, and terrorists. Efforts have directly stopped terrorist attacks, reunited missing children with families, fought fraud and abuse, spotted potential espionage and treason, and helped curb human trafficking. Mark’s background specific to cyber leverages data to identify risk of a business or individual (derogatory public record, financial, social media, criminal activity, links to criminal networks), verification of existence, authentication of ownership of identity, enrollment (user id, biometric, assignment of id), determination of benefits/roles, ongoing determination if the person continues to meet criteria to hold credential (Insider Threat / Continuous Evaluation of Trusted Persons), and Supply Chain Risk. Via consulting, Mark has worked with Artificial Intelligence and Biometric focused companies to identify victims of trafficking. As Board Vice President for Identity and Data and an Advisory Board Member for the Protect Us Kids Foundation, Mark helps to teach domestic and international at-risk youth how to not be groomed by human traffickers.

Panelist: Veda Woods

Veda WoodsVeda Woods is the Founder/CEO of Protect Us Kids Foundation (PUK), a 501c3 nonprofit, whose global mission is to advocate for awareness of Online Child Sexual Exploitation (OCSE) of youth from underserved, rural and marginalized communities. PUK strives to strengthen alliances within the mental and behavioral health community, while also driving the development of innovative technologies that can be leveraged towards ending sexual violence, exploitation and abuse against children. Spanning over approximately 25 years, Woods strategic leadership focuses on cyber policies and data-centric decision-making processes that protect and respect human rights by design. She strives to employ systematic and holistic information assurance strategies in cybersecurity, data governance, privacy and risk management; focused on securing critical infrastructures, to include, but not limited to those sectors that support healthcare, financial, law enforcement, defense and intelligence information. Driving strategic partnerships in support of providing preventative resources and tools is a focus, however, establishing a global platform for youth to have a voice is Veda’s passion. She also participates on national and international working groups, seeking leading practices in cyber research, intelligence, data governance, risk management and policy to support strategic initiatives.

Cyberspace social media: The Law, the Tech, and the Human Element

Moderator: Sean Guillory

Sean Guillory Sean Guillory attained his Ph.D. in Cognitive Neuroscience from Dartmouth College where he primarily worked with neurosurgery patients to help improve the mapping for brain functions that were personally important to their lives. After coming across Richards Heuer’s The Psychology of Intelligence Analysis, he made it his career mission to find ways to utilize psychology and neuroscience insights to help with Defense and National Security capabilities. At Booz Allen Hamilton, he works with the firm’s various cognitive domain efforts utilizing automation, biometrics, and social science methodology to help solve our customers’ concerns.

Panelist: Keith Moulsdale

Keith MoulsdaleKeith Moulsdale co-chairs the Cyber Security, Information Management & Privacy practice at Whiteford Taylor & Preston, where he is also a Partner. His legal practice focuses on licensing, IP, data security, privacy and other e-commerce and technology-related legal issues that companies face, both in the U.S. and internationally. Keith regularly counsels both for-profit and non-profit organizations in connection with data security breach attempts; leads breach assessment, containment and response efforts; develops data breach risk mitigation strategies; and assists clients in preparing information security plans and policies and complying with notification requirements. Keith also represents software and technology companies that develop and distribute products and services that mitigate data security risks, as well as cybersecurity forensic companies. Keith is a member of both the Advisory Board for the Cyber Incubator at UMBC and the board for the Cybersecurity Association of Maryland, taught Cybersecurity Law in the M.B.A. program at Loyola University Maryland, and is past co-chair of his firm’s Technology & Intellectual Property practice.

Panelist: Patricia Hund Zebertavage

Patricia Hund ZebertavagePatricia (Trish) Hund Zebertavage is Associate Division Counsel and Supervisory Special Agent for the Philadelphia Office of the    Federal Bureau of Investigation (FBI) with an expertise in National Security law and practice.  As a near 20-year Special Agent, over 10 of which has been in the FBI Offices of General Counsel and Chief Division Counsel, Trish has overseen Cyber, Counterintelligence, Counter-proliferation and Counter-terrorism investigations. Trish has a particular expertise in the drafting, authorization, execution and compliance of Foreign Intelligence  Surveillance Act (FISA) applications, currently serving on the FBI and Department of Justice (DOJ) Office of Intelligence (OI) working group on FISA process reform. In addition, Trish has overseen the classified prosecutions of various National Security subjects, including familiarization with the Classified Information Procedures Act (CIPA). As a result, Trish has developed successful working relationships with counsel from DOJ, several United States Attorneys’ Offices, as well as counsel from various federal, state and local agencies. Internationally, Trish taught a course on Advanced Techniques in Counterterrorism Investigations at the International Law Enforcement Academy (ILEA) in Budapest, Hungary.  In her position as Division Counsel, Trish serves as an FBI Ethics Advisor and provides guidance and training to executive, managerial and operational personnel in the areas of ethics and compliance with the Constitution and applicable law and policy in all matters. Trish also serves as Co-Chair of the FBI Philadelphia Diversity and Inclusion Committee and, in that capacity, plans and organizes training and workshops, as well as provides counsel to managers and employees in matters of employment law.

Panelist: Agbessi Kotoklo

Agbessi KotokloWith over 12 years of experience in Cybersecurity/Information Assurance, Mr. Kotoklo is currently a Sr. Security Analyst in the Information Security & Privacy  unit at the Federal Reserve Board of Governors, in Washington DC. In this role, he has advised business owners, executives, and leaders on a variety of cybersecurity and privacy issues, to include but not limited to, infrastructure & application security, cloud security, data security and privacy, vulnerability management & penetration testing activities. Prior to joining the Federal Reserve Board of Governors, Mr. Kotoklo worked for Knowledge Consulting Group (KCG), a cybersecurity firm, as an Information System Security Officer (ISSO) supporting the U.S. Department of Homeland Security/Immigration and Customs Enforcement, and the U.S. Department of Interior.  He holds a BSC. degree in Mathematics & Economics from the University of Maryland College Park, and a MS. degree in Cybersecurity from University of Maryland University College.
